Surabaya, rakyatjelata.com - The destruction of the cultural heritage building known as the Bung Tomo radio rebellion house (RBPRI) harbors a sad story in it. The history that was almost lost due to the destruction of the building lasted almost 7 years. This is the narrative of the two heirs of the Aminhadi family, Narindrani (68), and Tjintariani (66), who are the old owners of the house on Jl Mawar 10-12, Tegalsari, Surabaya, they told about the house with the status of the Cultural Heritage Building (BCB). Friday, July 1, 2022. "Our father on behalf of Aminhadi with his mother and our two daughters have moved to Jl Mawar number 10 and 12 since 1973," said Narindrani, starting the story, when met in the Gayung Sari Barat area, Surabaya, Saturday ( 14/5/2016). Accompanied by Tjintariani, who is familiarly called Rin, Narindrani said the house was previously the official residence of PNP, a confectionery company left by the Dutch era which has now become PT Perkebunan Nusantara (PTPN). "In that year our father bought and took care of the ownership certificate directly to the Netherlands, at the PNP office at the center. Then after receiving information from the PNP, we registered it at the National Land Agency (BPN). Rin, the living witness who brought my father to the Netherlands, "explained Narindrani. The polemic about the demolition of the Jl Mawar house number 10, which was reported at the Surabaya Police Station, made the two brothers feel sad. The initial information was that the BCB house was referred to as Bung Tomo's radio house, and both of them admitted to crying. "First we knew it was our father's house. Second, we were confused and afraid to explain where to go," continued Rin, who is a retired art lecturer at the State University of Surabaya (UNESA). Furthermore, since living in 1973, and 1975, Aminhadi took care of the Building Permit (IMB). Thus, at the Department of Human Settlements and Spatial Planning (DCKTR), it is stated that houses number 10 and 12 have had an IMB since 1975. During their stay in the house, they both admitted that their father often did renovations. Starting from boarding rooms equipped with private bathrooms and air conditioning. Then the walls also collapsed a lot, because they had not used cement before. Many of the ceilings were also damaged, and the horses of the house were also rotten by termites. The 1975 IMB, as well as the IMB for the proposal for renovation, were changed from windows with iron bars to glass windows. In 1996, when Amin (Aminhadi)'s house was designated as BCB, both admitted that they did not know. Only his mother knew, and then there was the placard. There are two plaques installed, namely on the wall and in the yard near the fence. "When we were appointed as BCB, we had Ge Er. Wow, there will be assistance for operations later, but not," said Rin's son. He admits that every month for utility costs such as electricity and water, the houses on Jl Mawar 10 and 12 reach between Rp 4 million to Rp 6 million. Meanwhile, the payment of Land and Building Tax (PBB) reaches Rp. 20 million per year. "There is no assistance whatsoever. Including the 50 percent discount, it doesn't even exist," said both of them. Until finally in 2012, house number 12 was sold to cover the arrears of PBB. As the PBB tax became more and more expensive, many houses were damaged, while there was no cost to build them, both of them agreed to sell. The buyers are their neighbors, namely Beng Jayanata, the owner of Plaza Jayanata. The process of buying and selling houses was carried out throughout 2015 because they had to go through a permit from the Surabaya City Culture and Tourism Office (Disbudpar). Rin admitted that they had been in communication for one year with Disbudpar. "We got permission from the Disbudpar and Cultural Conservation Team for the sale. So that December 2015, our parents' house was bought by Mr. Beng," added Narindrani. Regarding the December 2015 IMB, Narindrani and Rin admitted that they were no longer the ones taking care of them. But the buyer. Likewise, regarding the submission of renovations at Disbudpar in February 2016 then the recommendation came out in March 2016 also by the new owner. Demolition of the cultural heritage building of Bung Tomo's Radio Transmitter Studio for the Indonesian Rebellion Front (RBPRI) on Jalan Mawar No. 10 Surabaya turned out to be intended to build and be used as a house for the son of Jayanata's boss. This is where the initial destruction of the radio house of Bung Tomo's rebellion was razed to the ground. This was conveyed by Lilik Wahyuni as Store Manager of Plaza Jayanata during a hearing at Commission C DPRD Surabaya City, Tuesday (10/05/2016). "Because the owner, Mr. Beng Jayanata, and his son, Hans Jayabaya, and other big families are on vacation abroad. They will only return to Surabaya at the end of this week, explained Lilik. Previously, the Surabaya City Government asked the party who demolished the building, namely Jayanata, to rebuild it according to the original. "The government's stance is firm. The party that demolished it had to reconstruct it and will punish it," said the Head of the Satpol PP, which at that time was held by Irvan Widyanto. According to the Decree of the Mayor of Surabaya Number 188.45/004/402.1.04/1996, the building of the Radio Transmitter Studio of the Indonesian Rebellion Front (RBPRI) on Jalan Mawar Numbers 10 and 12 belonging to Pak Amin, is a cultural heritage building. Many elements of society have demanded that the demolition perpetrators be held accountable. Based on information gathered by the media crew in the field, the building, which has two parts belonging to Mr. Amin, has been sold to two new owners. The Jalan Mawar Number 10 building, which has been razed to the ground, has been purchased by PT Jayanata Kosmetika Prima. Meanwhile, building number 12, which is still intact, is now owned by someone else, according to a resident named Suhariyanto, a sugar entrepreneur. In fact, according to Article 17 paragraph (1) of Law Number 11 of 2010 concerning Cultural Conservation, the transfer of ownership of Cultural Conservation must obtain permission from the regent/mayor in their respective areas. Wiwiek said that the demolition of the historic building for the struggle of the Suroboyo area is currently under investigation by the Civil Service Investigator (PPNS) team. By Article 42 of the Regional Regulation Number 5 of 2005 concerning the Preservation of Cultural Conservation Buildings and/or Environments, demolition of cultural heritage buildings without the permission of the Surabaya City Government can be punished with imprisonment for a maximum of three months and a fine of a maximum of IDR 50 million. Meanwhile, according to Article 105 of Law Number 11 of 2010 concerning Cultural Conservation, people who intentionally damage cultural heritage will be sentenced to a minimum of 1 year in prison, and/or a fine of at least IDR 500 million. From historical records, through radio broadcasts of the Indonesian People's Rebellion Front, Bung Tomo ignited the passion of the Surabaya people's revolution. The rebel radio, which has been officially broadcast since October 15, 1945, consistently broadcasts, even until the Surabaya battle took place in November, the house on Jl. Mawar had time to accommodate radio equipment belonging to NIROM (RRI) which at that time was located on Jalan Embong Malang, Surabaya.
